Summary:

Right away we get a good sense of Vulture's character as he kills a woman for the petty cash in her walet, orders from the Mother. When Vulture, right-hand-man to the Mother, is given the task of killing Achillian, son of Councillman Ryder and long lost friend, he is faced with the choice of loyalty or friendship.
The Mother, suspicious of betrayal, employs Leech to trail Vulture and report back. Leech learns Vulture and Achillian grow close, perhaps too close, and the Mother herself leaves the camp, an unheard of act, to take care of the situation.
