So many ways to read this... it reminds me of the silence of someone who cannot speak out because they're worried of the consequences of their words, but it also reminds me of the person who does speak up, and is greeted with silence, or of silent witnesses who look at a bully hurting someone else, and do nothing. You have many dimensions here.
