This is a part of the Berlin wall in Berlin Germany. Every ten feet or so, a different artist has created a completely different work of art. The quote is first printed in German and is then translated into English. The words are covered in graffiti, ironic because the text is saying that small acts, such as writing on a wall, can influence the world in unimaginable ways.
