A new rule: No emoticons! They have destroyed the purity and elegance of the two greatest punctuation marks on this earth: the colon and the semi-colon! The emoticons have scarred their reputation and power as tools of the English language. Very sledom do I use an emoticon, so seldom, in fact, that each one I type should be placed in the Smithsonian's national archives. You cannot deliver the full carepackage of your writing using these emoticons: they are missles, shooting down writing like clay pigeons. I warn you, young writers, not to use these...menaces...for they will smile at your doom, as you fall and scream into the Pit of Writers' Block. Do not say I didn't warn you, emoticons are evil, on the outside they pleasantly smile, keeping your thoughts elsewhere, but when you finalize your work, their true intentions show: evil is the only word I can think of to describe them.

I partially disagree with Nick5...obviously overuse of emoticons is annoying to no end, but keep in mind that the Internet is a purely written medium, and often true intentions can get lost in translation. Examples:
Oh, Mondays. :)
Oh, Mondays. :(
Oh, Mondays. DX
Oh, Mondays. O_O
Voila! Four different meanings. And keep in mind that emoticons are at their most obnoxious when paired with text speak...

Well, the "exclusive chat" rule was originally made when there were a ton of exclusives chats (chats made for a specific people or person) and they were getting way out of hand. In the revised version, however, that rule has been taken out seeing as it'a not really a problem anymore and I don't think it will be. I asked the Moderator to switch the Constitution to the new version a few days ago, so hopefully it'll be changed soon :)
