Okay, I think I can help here. I have a sibling with weight issues, and I've been helping them with this subject...
First off, are you tall? Also, what is your skin tone? These help me figure out colors and styles. =)
Try stuff that gathers- particularly around your stomach and waist because it makes you look thinner. Small patterns generally make you look smaller and big patterns make you look bigger. Make sure your stuff fits- too tight and too loose clothes make you look bigger than you are. Boots make your ankles and calves appear thinner- plus boots are REALLY cute!(: Anyway, Good luck!

Okay! If you're darker haired, try wearing light green tops. If you're lighter haired, wear blue. Any color blue. Don't wear really low necklines, but try not to wear really high necklines either. Just a medium amount a skin will really balance out your figure. (If that makes sense.) Don't wear really tight pants, or really flowy skirts. Wear jeans and shorts loose, but not baggy by any means.
Chick's advice on patterns is great, so follow that! =D
Most colors should be fine on you, but avoid wearing large amounts of bright red, or orange. Dark red, and small amounts of either of the aforementioned colors would be okay.

Vertical lines are good, if they are nice vertical lines (some stripes are ugly). No horizontal, that makes people look, well, horizontally, which will make them notice extra fat. Vertical does the opposite. V-neck shirt also make people look up and down, not side to side.
Flared pants, not straight or skinny. Flared jeans draw more attention to the bottoms of your legs, instead of the thighs where more fat sticks.
Black clothes are also good, but don't go all black. Black pants or skirt, and a lighter shirt. Or lighter bottoms and black top.

First of all, you're probably not overweight, you're just self-concious and unhappy with an aspect of your appearance, as every teenage girl becomes at one point or another.
But, if a teenage girl happened to actually be overweight, said girl would wear darker clothes, and slightly looser clothes. Needless to say, she doesn't have to wear sweatpants and sweatshirts everyday, but maybe she could try some flare jeans to make her legs look curvy, or a top that is tigher at the top and looser/flares out at the bottom of the top. I would not, under any circumstance, recommend short-shorts.
